This paper attempted to reconsider the tax exemption measures issued by the Goryeo Dynasty. In the article to the king of Chojun, Gungye received six sums(石) as a tax on one Geong(頃), while Wang Gun won three Seung(升) on one Bu(負) based on the 1/10 as universal law. In this case, it was noted that the unit standard differs as the taxation standards of Gungye and Wang Gun have taxed. Gungye received a lot of tax for the farming of the Hojok and the Hojok-gwanban who cultivated a lot of land, but found that they gave tax exemption to the farmers who cultivated land of less than one Geong(頃). On the other hand, Wang Kun suggested the reduction of 3/10 to 1/10, but it was a favorable measure for the Hojok and the Hojok-gwanban who cultivated a lot of land, but it was a disadvantage for farmers who cultivated less land.
In order to find out how many farmers benefited from Gungye"s duty-free measures, we first looked at the strengthening of Gongye"s premises. When Gungye overpowered the Hojok by the Maitreya reading heart way, the farmers who were under the Hojok"s control were directly under the control of Gungye.
On the other hand, it is noted that the land scale of Gongyeon(孔烟) shown in Silla"s civil documents totals more than 10 Geol(結). According to the farming method at that time, the arable land is estimated to be about 3~4 Geol(結), and the size of the arable land was the smallest size that could be managed continuously considering the tax and food of the farmers for a year.
Gungye collected 3/10 tax from the Hojok and the Hojok-gwanban, and met the financial needs. Furthermore, it is estimated that the taxation also allowed private property formation of the Gungye clan. As a result, it was inferred that the tribal land ownership of the Hojok was very advanced at the time, and the wandering of ordinary farmers were also increasing.
