Abstract
Changing Electoral Institution and Formation of National Assembly in Vietnam

National Assembly election in Vietnam is still not performing procedural democracy, as the Vietnam Fatherland Front, which is under the Communist Party's leadership, monopolizes the candidate selection, though Vietnam is a formal democratic state.
However, we can catch changes in the electoral institution and process, which impact the political change, including increasing self-nominated candidates and constituents' voices in the candidate selection process, certain amount of non-Party members, and etc. Though such kind of changes mostly have not come from the below but from the Party-State, changes in the National Assembly election will contribute to realize the procedural democracy in Vietnam.
