The local public enterprise type of stock corporation is the third sector organization. It is mixed public sector with private sector. We called it mingle enterprise both in public and private. In 1992, reformed the Local Public Enterprise Act, it regulated on finance an enterprise. If the local government should be invest money into stock corporation, less than 50% as the whole share. A primary aim of the corporation solved the problem of local government that how public sector effectively cope with financial crisis. Therefore, local government adopt civil economic system, give the method of trial for the maximum profit. But, In practically, came out the fact in a difficult situation. The public sector take aim at public interests. But the private sector promote the private interests. One is political and common benefit, the other practical and personal benefit for money. Both perspectives are conflicting concept. So, many times, debated on this subject. Finally, in 2002, reformed the Local Public Enterprise Act. But, there are still many problems left over in the corporation. Now, We will solve the remaining anxiety, preferentially, need to convert the conception. Firstly, the local public enterprise type of stock corporation shall be abolish. The public setor is incompatible with the private. Synergy effect is but a dream like as a relation between water and oil. Secondly, other enterprises play an important role in the local public enterprises on behalf of the corporation. Simply, local government will invest money into the stock as a shareholder not the management. Thirdly, the present Local Public Enterprise Act chater 4(2) shall be abolish. Because the law system of the public enterprise and the stock corporation are conflict.
