This paper was written to identify the objective status of South Korea’s cost sharing for the U.S. forces by comparing with Japan’s cost sharing. It found that Japan has been providing more cost sharing than South Korea. Although Japan applied the “Item-based Negotiation Method,”(INM) it asked the U.S. forces not to exceed the appropriate amount. Regarding South Korea’s possible change of the negotiation method from current “Total-based Negotiation Method”(TNM) into the INM, this paper considered several factors: They are minimization of conflict between alliances, increase of administrative tasks, predictability of the amount of cost sharing, change of strength of stationing U.S. forces, changes of activities of stationing U.S. forces in crises and effects of the reduction of the U.S. defense budget. As a result, this paper concluded that it would be realistic for South Korea to maintain the current TNM, while trying to increase the reasonability and transparency with regard to the spending of the U.S. forces.
