Despite the 20-year long counter-proliferation policy towards North Korea, why has the United States failed to dissuade North Korea's nuclear ambition? This issue has long triggered a highly divergent debate among policy analysts. One schoolof thought believes security assurance and economic assistance would diminish North Korea’s nuclear weapons‘ valuation and lead it to forgo its nuclear program.The other school of thought argues that regardless of the U.S policy, the abandonment of nuclear weapons program was never a policy option for North Korea. However both schools have given incomplete explanation to the entire spectrum of the North Korean nuclear weapons development dynamics. Faced with such incomplete explanations,this study revisited the first nuclear crisis, where the two divergent arguments originated. This study builds and tests a hypothesis that U.S. counter-proliferation policy was mismatched with what the North actually wanted,and such mismatch eventually caused the failure to completely terminate North Korea’s nuclear weapons program in the first nuclear crisis.This study confirms the hypothesis by using a research concept of critical juncture which method investigates by which factors an event occurs.With a comprehensive review of the history of the North Korean nuclear development and U.S.responses to the first nuclear crisis,this study examines whether U.S.policy was properly suited with North Korea’s internal and external requirements. Finally, This study supports the conclusion thatU.S.counter-proliferation policy has been misaligned with North Korea's actual motivations,and such policy resulted in thesecond North Korea's nuclear breakout in 2002. 북한은 왜 핵개발을 시도하였으며,미국의 대북 대확산 정책은 효과적이었는가? 그동안 이 질문들은 정책분석가들 사이에서 대립된 입장을 이끌어왔다.온건파적정책을 옹호하는 입장에서는 북한이 협상도구로서 핵무기를 개발하였고,안전보장과 경제지원이 핵무기의 존재가치를 감소시키므로 북한의 핵 포기를 이끌 수 있다고 주장하는 반면,강경파적 정책을 옹호하는 편에서는 북한은 정권유지의 수단으로 핵개발을 하였으며 이는 포기 할 수 없는 가치이므로,온건적 정책은 북한에게시간과 자원을 제공해 줄 뿐이라고 주장한다.지금까지 북한 핵개발의 원인과 미국의 비확산 정책의 효과는 위의 두 가지 관점에서 주로 평가되어 왔다.하지만, 양단으로 치우친 두 가지 관점 중 어느 한 가지 관점만으로는 북한이 지난 60년간보여준 핵개발의 양상을 충분히 설명할 수 없었다. 이에 따라 위 논문은 앞의 두 주장이 분기하기 시작한 1994년 1차 핵 위기로 돌아가 북한이 어떤 동기에서 핵무기 개발을 시작하였으며,미국의 대북 핵정책은과연 효과적이었는지 분석하고자 한다.이를 위해 위 논문은 북한의 핵개발 동기중 ‘핵심적 동기’가 존재하며,1차 위기 시 미국의 대북 핵정책은 이 ‘핵심적 동기’ 를 정확히 파악하지 못하였고,이로 인해 미국의 대북 대확산 정책이 제한적 효과를 가져왔다는 대안을 제시한다.이 대안을 시험하기 위해 위 논문은 1950년대부터 이어진 북한 핵개발의 역사를 재조명하였으며,결정적 사건분석 (Critical Juncture)의 질적 연구방법을 이용하여,북한의 핵심 동기가 무엇이었는지 분석하였다.또한,1990년으로부터 2001년까지 부시 ·클린턴 행정부의 대북 핵정책 방향이 어떠하였으며,위 정책들이 북한의 핵심동기들을 효과적으로 지향하였는지를평가하였다.그 결과,이 논문은 1차 핵 위기 간 미국의 대확산 정책은 표면적으로는 북한의 의도를 정확히 이해하고 대처한 것처럼 보였으나,경제 및 안보지원에대해 본질적으로 양측은 서로 다른 해석을 하였고,이러한 불일치로 인해 북한의핵개발 의지를 완전히 제거하지 못하는 제한적인 대확산 정책의 효과를 가져오게되었다는 결론을 제시하는 바이다. 주제어:북한,대확산 정책,핵확산,북핵위기,대북 핵정책
