Japanese perception of North Korea's nuclear missile program as a source of grave security threat has been multiplied with the two times of nuclear test and continuing missile tests. Japan's Ministry of Defense pays special wary attention to North Korea's ability to produce nuclear warhead to be load on Rodong missile. Tokyo's response since 2002 to the increasing threat has been focused on economic sanctions. For example, the carrot measures promised with the Geneva Agreement did not last long, only ending up putting more pressure with severance of economic relations after the exposure of the uranium enrichment program. At the same time, Tokyo has gradually procured and deployed a ballistic missile defense system, especially during the Koizumi administration. On top of that, one noticeable change surfacing recently is that even preemptive bombing has been sporadically discussed among the politicians. The regime change with the Japanese Democratic Party's landslide lower house victory in 2009 however has brought up shifting foreign policies of the Hatoyama Cabinet. Prime Minister Hatoyama stated that he would pursue dialogue and international cooperation rather than employing pressure and military methods. Some JDP diet members further promised that they would make so-called Northeast Asia Nuclear Free Zone regime come true by calling for supportive international opinion. At the same time, Tokyo seems to be interested in opening dialogue again with Pyongyang once the latter shows sincere commitment to the former's demand concerning the WMD program.
