Japanese perception of North Korea's nuclear missile program as a source of grave security threat has been multiplied with the two times of nuclear test and continuing missile tests. Japan's Ministry of Defense pays special wary attention to North Korea's ability to produce nuclear warhead to be load on Rodong missile. Tokyo's response since 2002 to the increasing threat has been focused on economic sanctions. For example, the carrot measures promised with the Geneva Agreement did not last long, only ending up putting more pressure with severance of economic relations after the exposure of the uranium enrichment program. At the same time, Tokyo has gradually procured and deployed a ballistic missile defense system, especially during the Koizumi administration. On top of that, one noticeable change surfacing recently is that even preemptive bombing has been sporadically discussed among the politicians. The regime change with the Japanese Democratic Party's landslide lower house victory in 2009 however has brought up shifting foreign policies of the Hatoyama Cabinet. Prime Minister Hatoyama stated that he would pursue dialogue and international cooperation rather than employing pressure and military methods. Some JDP diet members further promised that they would make so-called Northeast Asia Nuclear Free Zone regime come true by calling for supportive international opinion. At the same time, Tokyo seems to be interested in opening dialogue again with Pyongyang once the latter shows sincere commitment to the former's demand concerning the WMD program.

90년대 초부터 시작된 북한의 핵과 미사일 위협에 대한 일본의 위협 인식은 두 번의 핵실험과 계속되는 미사일 발사로 단계적으로 고조되어 왔다. 일본 방위성은 특히 핵폭탄의 노동미사일에 탑재가 가능한 탄두화와 소형화 가능성에 주목하고 있다. 비군사적인 외교와 경제보상 그리고 군사적인 공세조치와 방어조치의 네 가지 정책적 선택지 중에서 지난 20여 년간 일본의 대응은 주로 경제제재를 북한의 위협에 대응하여 강화하는 패턴을 보여 왔다. 93년의 NPT 탈퇴 이후 변천을 거듭하고 있는 북한의 핵·미사일 위협에 대응하여 일본은 처음에는 제네바합의에 따른 당근의 제공에 참여했다. 2002년 북한의 우라늄 농축 시인으로 비협조가 확인되자 곧 일본은 단호하게 경제제재 카드를 꺼내 들었고 2006년 이후는 다자간 및 양자간 재제의 고삐를 강화하는 방식으로 대응하고 있다. 동시에 98년의 대포동1호 발사 이후 탄도미사일방어체계 도입을 심각하게 검토한 뒤 고이즈미 정권에 들어와 본격적으로 실전배치를 위한 체계 구축에 나섰다. 한편 2006년 이후 공세적이고 적극적인 군사적 대응 조치로서 북한 미사일기지에 대한 적기지 공격론이 일시적으로 부상한 것도 주목할 대응 패턴의 변화이다. 2009년 일본에는 민주당의 압승에 따른 역사적인 정권교체가 실현되면서 외교안보정책에서 적지 않은 변화가 나타나고 있다. 하토야마 내각은 납치자 문제에 강경한 입장을 보이는 가운데 북한 핵문제를 군사적 압력보다는 대화와 협조의 기조 하에 풀어나가겠다는 뜻을 시사하였다. 동시에 동북아비핵지대화라는 정책목표를 설정하여 일본의 외교역량을 집중하겠다는 취지도 천명하였다. 한편 일본 민주당 정부는 국내정치에 전념하는 가운데에서도 20년 넘게 답보상태에 있는 북일관계 정상화의 가능성도 열어두고 북한의 입장 변화를 기다리고 있는 상태에 있다. 일본의 민주당 정부는 북한 미사일 기지에 대한 공세적 대응은 유보하고 국제여론에 호소하는 한편, 한일간 적절한 협력방안을 개척하면서 동시에 북한의 태도 변화에 따라 경제적 보상을 포함한 외교적 해결에 대해 가능성을 열어 둘 것으로 전망된다.
