More and more cyberattacks have been conducted on online networks in diverse forms and some of them have caused serious physical damages. This experience has led us to develop a discourse of cybersecurity which comprehends multiple perspectives and overlapping opinions in social, political, and legal aspects beyond conventional of notions of offense and defense in a technical dimension. This paper investigates the concept of cybersecurity, under the background of current situations, and finds implications of it in terms of its relationship to conventional and nuclear deterrences in international relations. In particular, the paper checks how the criterion of use of force defined by traditional international norms are applied to and regulate offense, defense, and deterrence in the cyberspace. The current situations and limitations of cyberdeterrence and a couple of new paradigms of it will follow with their implications to international relations.
