In order to encourage effective application of concept map as a teaching and learning tool which furthers meaningful learning, online concept mapping program was developed and its applicability was tested by teachers and students. Main aspects considered in designing the program were handy framework using computer interface, storage and management of the files, accessibility through internet and maximizing the utilization by managing users. To examine the practicability of this program, we let 98 secondary school students and 27 pre-service biology teachers use this program in their school's multimedia classroom and investigated its practicability and potential improvement through the questionnaire. Furthermore, opinions and problems were collected by interviewing 4 secondary school biology teachers who utilized the program during the lecture. Students who participated responded affirmatively to the lecture on constructing concept maps using the program and the teachers also showed expectations on it's applicability in the classroom.
