The purpose of this research is to examine the relationship between Korea’s changing environmental policies and the Environmental Impact Assessment. The EIA has targeted the so-called “development projects” in the past, and has recently expanded itself to cover a broader range of targets including trade-related policy issues such as Free Trade Agreements, direct investment agreements among others. The question deals with the background of this expansion. This research has thus examined the so-called “path dependence analysis” of plocy by focusing upon the changing trade structures, environmental policies and environmental impact assessment against historical contexts. Consequently, the research concluded that the need to increase Korea’s trade competitiveness in response to changing economic structure within and without ROK has resulted in the expansion of the targets for the Environmental Impact Assessment. Incidentally, Korea’s direct investment agreements and Free Trade Agreements embrace the results of Strategic Environmental Impact Assessments.
