This study aims to set up the overall policy by analyzing the limit of efficiency of service promotion, effective use of incoming resource, expertise and collaboration system that Wanju-Gun volunteering activity are had despite quantitative progress. For this, a questionnaire survey was conducted on 253 volunteers who lived in Wanju-Gun during 3 months and carried out focus interview or individual interview about 11 main supply and demand groups. According to research result, first, it was shown that network needs to be able to improve the unbalanced resource between demand and supply, overlapping problem of service is needed. Second, it was shown that professional education of volunteer groups needs to be accomplished. Third, it was shown that manage corresponding with inhabitants' needs need to be accomplished by converting from administration-oriented to volunteer centers-oriented. Fourth, it was shown that improvement for recognition and reward are still urgency. Based on such research result, this study suggested the plan of promoting voluntary activities and policy implication.
