The target organizations for performance analysis of public development projects as public frontier are development projects of 10 local governments including Anseong, Pyeongtaek, Siheung, Mokpo, Cheonan, Uijeongbu, Uiwang, Chuncheon, Eumseong county and Asan which have actual performance in the public development field for the last three years. The analysis framework was set up based on「Provincial Expansion of Finance & Regional Contribution to Economy」, an analysis index of local public companies used by Ministry of Administration and Security, and its subordinate indexes such as ①expansion of public infrastructure ② accomplishment of economy of scale ③ investment returns. The results of analysis concludes that public development projects represent from 0.40% at least to 14.84% in the general account for three years and averagely 6.31%, accomplishing economy of scale compared to other companies under the local government management. In particular, invest earnings are 20.53% in average, securing a high earning rate. The investment to infrastructure for the public is 403.5 billion won. This amount represents 6.3% in average in the general account of the organization analyzed and approximately 47% compared to the project's earning scale. Accordingly, this can be evaluated that public development projects were successfully contributed and returned to local development projects through the expansion of public infrastructure.
