The purpose of the paper is to study the social welfare policy stated in the action plan of the New Government for Changes of Mongolia for 2012-2016. The paper also aimed to define the future trend of social welfare policy based on the study of current social welfare policy of Mongolia and difference between the social welfare policy of Coalition Government (2008-2012) led by Revolutionary party and the New Government for Changes (2012-2016) led by Democratic party. The most distinctive action of the social welfare policy implemented by the Coalition Government (2008-2012) of the Revolutionary party was to distribute the income from major mining sites to the citizens. Within this action, total 733,058,200,000.0 (seven hundred thirty-three billion, fifty-eight million, two hundred thousand) MNT was distributed to the 2,841,200 (two million eight hundred forty one thousand two hundred) people by Coalition Government in 2011. Whereas, Government for Changes of Democratic party had concluded that the massive social welfare policy of the Coalition Government was not beneficial for the development of country, thus, implemented the targeted social welfare policy. To implement the targeted social welfare policy, socially vulnerable citizens were selected as targeted group.
