With entering a welfare state, public works increased a lot. Thus, lots of conflicts are taking place between the main contractors and the rightful persons of compensation. It is urgent for us to establish a fair and rational system on expropriation and compensation to solve these problems. The purpose of this study is to analyze the actual condition and search for an improvement in the policy. Literature studies, case studies and interviews are used for the research. As a result of the research, it was found that the system hasn't coped well with the change of conditions up till now. And a so-called ‘The Public Works Act' has been illogical. The policy suggestion is as follows. First, the local expropriation committee needs to be more independent and more expert. Second, the committee should change into a troubleshooter between the main contractors and the rightful persons of compensation.
