The Korean higher education began to drastically expand since the late 1970s. In particular, the university enrollment quota increased to about 50,000 at a time in 1970, and in turn, increased to more than 100,000 in 1981, as the ‘7·30 Actions for Educational Reformation’ with the gist of a graduation quota system was enacted. As such, the era in which full-fledged higher education was popularized was opened. This paper examined the historical context and the characteristics of the Korean higher education popularized, by arranging and analyzing some reasons why and the process in which the university enrollment quota was sharply increased in 1979. Here, following characteristics were found: first, the popularization of the Korean higher education was not achieved by a consistent higher education policy, but forced by social transition and pressure; second, the university enrollment quota policy planned by the Park Chung-hee administration could not be consistently carried out, primarily because the policy was focused on some parts unrelated with education; third, the 7·30 Actions for Educational Reformation was hastily pursued, without adequate preliminary arrangements. The Korean higher education which just began to be popularized could not but undergo more harsh adversity.
