Joseon needed to squash invasion of Waegu which had been frequent since late Goryeo and form stable relations with Japan. To achieve these, they tried various tactics like sending an envoy and conquering Tsushima, ect.
Especially, a new attempt had been tried in King Taejong’s reign; changing social position of Waegu to Waein through a reorganization of relations between Joseon and Japan. King Sejong inherited the policies of King Taejong. However, as the number of Japanese traders kept increasing in King Sejong’s reign, he sorted out the benefits offered to Japanese trader first of all. The basic reason of the Joseon’s financial burden was too many Japanese who sailed over to Joseon. Thus, information about Kyushu and Tsushima which brought a tribute to Joseon was necessary to control the them. This is the reason the first Joseon Tongsinsa was sent to Japan.
King Sejong started to control Japanese traders with that information. But the full implementation had to be postponed owing to the two conquests of Pajeo-gang caused by Northern area problem. After the conquests, various policies had been enforced actively.
Although Kyushu and Tsushima were in the middle of a civil war, King Sejong sent the second Joseon Tongsinsa to Japan in 1439 to get information of both island and figure out which one would more advantageous in the diplomatic strategy. Finally, Joseon and Tsushima signed several treaties, and they had come into effect since 1440.
There was a discussion on Japanese fisheries in Gocho-do after the second Joseon Tongsinsa’s returning as well. Meanwhile, despite of two conquests, the barbarians from Ming reunited and threatened Northern domain of Joseon again under their emperor’s permission.
King Sejong needed to settle the amicable relations with Japan to concentrate on solving the problem in Northern domain which was relatively important. King Sejong planed to control Japanese by reclaiming diminished authority of the ruler of the Tsushima caused by continuous civil war. Thus, it was allowed for Japanese to fish in Gocho-do and to share the benefit of Doseo·Munin policy.
Later, Joseon focused on calming down the commotion of Northern area, it led to 4gun 6jin policy which was completed around 1443. Meanwhile, Joseon and Japan signed the Gyehaeyakjo in the same year.
