Examined in this article is Baekje’s diplomatic negotiations with China in the 3rd and 4th centuries, with a local post named “Dong’ih Gyowi.” There are not that many records of this period and it is difficult to determine what really happened in this period, but it was an important period for Baekje nonetheless, in terms of its growth as an Ancient kingdom. Considering such significance of this period better understanding of it should be pursued, and the nature of diplomatic relationships that Baekje had with other countries may be a good place to start.
For Chinese dynasties, the ‘peripheral units(“Byeon’gun”)’ were put in charge of dealings with ‘barbaric neighbors,’ but later they were replaced by the “Gyowi” figures. These ‘Gyowi’ figures were initially in charge of dealing with respective individual races, but during the Western Jin(‘Seojin’) era, the post itself was redesigned to be put in charge of monitoring ‘all’ races (in designated quadrants), and among the “Gyowi posts for Barbaric races on all Four sides(四夷名),” the Gyowi figure which was in charge of the Dong’ih area was named the “Dong’ih Gyowi.” Junior political entities on the Korean peninsula –which included Baekje- responded to such policy of the Chinese dynasties by changing their diplomatic channels from the peripheral Byeon’gun units to Gyowi figures. Yet the Dong’ih Gyowi office was located in a much farther position, and in order to pay tributes to Dong’ih Gyowi, Baekje had to absorb the population of some peripheral units, which had been its previous counterpart in diplomatic dialogues.
The Dong’ih Gyowi was redesigned to be in charge of barbaric races in general, and to such races the Dong’ih Gyowi post maintained such status even after the fall of Seojin. The Moyong Seonbi in particular served the task of Dong’ih Gyowi, as a subordinate of Eastern Jin(‘Dongjin’) and under its orders. Even after it began to call itself an empire in 345, the Dong’ih Gyowi post was still filled under the name of controling barbaric races. Baekje continued to deal with them –as Former Yeon(‘Jeon’yeon’) was part of Dongjin’s rule- in order to monitor Goguryeo.
When Jeon’yeon fell in 370, Baekje initiated direct contacts with Dongjin. Baekje, since the time it was a mere small political entity, had maintained diplomatic ties with the Han race(漢族), and had also been influenced by all the Han individuals who manned the Nakrang and Daebang Commandery units which had also occupied a big part in Baekje people’s external dealings. With all those experiences under its belt, Baekje commenced full-scale diplomatic negotiations with the Southern dynasties.
