The purpose of this study is to critically examine North Korea’s relations with Southeast Asian countries under the regime of Kim Jong-un. In particular, it analyzes the extent to which (if at all) the UN’s position against North Korea has influenced that country’s relations with ASEAN as a whole, and with individual member states therein. Existing studies on North Korea’s foreign relations focus largely on the relationships between North Korea and major world powers such as the United States, China, Japan, and Russia. This study shifts new attention to an over-looked area of North Korea’s international engagements, investigating relations with Southeast Asia along four lines of inquiry. First, this study explores the political and diplomatic relations with Southeast Asian countries through an analysis of existing research on the historical relations between North Korean and ASEAN nations. Second, it examines trends in economic and trade relations through an analysis of statistical data published by major institutions. Third, we will use the qualitative research methods of Atlas.ti (7.5.17) software for content analysis of the Rodong Sinmun newspaper published in North Korea. Finally, interviews were made with North Korean experts in Southeast Asia. Based upon these analyses, we argue two main points here. First, relationships between Southeast Asian states and North Korea have demonstrated significant changes in the economic sphere since the North Korean nuclear crisis and following the UN sanctions imposed on North Korea. This has, for example had an impact on established patterns of relationships with ‘friendly’ countries in the region, and particularly with Vietnam. Second, unlike the changes tracked across the economic sector, there was little alteration to patterns of diplomatic and cultural exchanges, or in personal friendships between major political figures in North Korea and Southeast Asia. In particular, countries with long-standing exchanges with North Korea have maintained stronger friendships, even while economic and practical relations with Thailand, Singapore, and the Philippines have priority.
