This research explores the correlation between job characteristics and preference of flexible work type of public institution workers. A survey was conducted to the employees working at 31 public institutions, to do this, and the results of 4,180 respondents were analyzed using a multi-ordered probit model. The job characteristics were largely classified by external dependency and job density, and these characteristics showed a significant correlation in most of flexible work arrangements. In the case of jobs with high external dependency, preference is given to flexibility in expanding a midweek day off, as well as shortening working time rather than having flexibility in daily office hours, places, and weekly working time. On the other hand, in the case of jobs with highly professional concentration, it is confirmed that the preference is higher for selecting flexible office hours and places rather than shortening working time. This shows that the employees’ preference of flexible work arrangements is differentiated to the job characteristics. The results suggest that flexible work arrangements can be actively used for female workers, and the workers with the burden on parenting.
