Established in 1912 for the purpose of “Unified management of Coastal Ports” for “industrial development of Chosun”, Chosun Yusen Corporation managed to exclusively operate the coastal port of Chosun under the auspices of the Government-General of Chosun. The coastal port opened throughout the coast of the Chosun Peninsula is centered around the Opening Port connected to the railway network. It strongly implies the political and military purpose of the Government-General of Chosun in order to facilitate the contact between Japan, Chosun and Manchuria along with colonial detainment. The company will carry out the ‘Command route’ for this purpose and will faithfully carry out its duties as a ‘national policy company’ while also establishing and managing a profitable ‘self-propelled route’ that can maximize profits and fulfilling its mission as a ‘corporate’.
However, coastal port routes opened and operated as a result of political and military purposes of the Government-General of Chosun and the economical logic of the company was overly reduced to the port of opening compared to the previous period, which caused great inconvenience to each area engaged in coastal trade. Local residents expecting the "public interest" function of coastal ports demanded that the Government-General of Chosun improve their command route while demanding that the company be faithful to their duty as a national policy company. However, the development of railroad and other inland transportation facilities has made management more difficult by the coastal port of the company. The local people prepared the countermeasures by themselves. At the local level, they purchased sailing ships and a propulsion system to manage the short-haul routes of the regional bases and searched for the bow.
