The purpose of this study is to determine the roles and the problems of local self-governing bodies through examining the working conditions of juvenile workers and the backing state in leisure activities by the local self-governing bodies. The results obtained from the study are as follows : First, the present quarters taking charge of juvenile affairs should be merged into one and more positive administration an leisure & recreation as well as juvenile welfare should be enforced. Second, various programs having continuous effects should be made up and they should not be momentary and passing events. Third, it is necessary to develop the unified leisure & recreation programs for juveniles both employed and unemployed. As juveniles who will take an important role in the future will remain within local communities, the roles of local self-governing bodies are very important and they should be extended.
