Yangpyeong-Gun has a small population in Gyeonggi Province and has a high regulation on regional development, but the desire for regional growth and development is not less than that in other regions. Until now, Yangpyeong-Gun failed to escape the traditional quantitative growth approaches and physical infrastructure construction-oriented projects. Since the current regional development approach is limited because of the idyllic and clean image of the local area, an alternative new regional development strategy is needed to include the future city-rural life, that is a ‘Ruban’ life.
Therefore, we first set the vision of Yangpyeong-Gun. The future vision of Yangpyeong is as follows. First, it is a healthy area with water and forest. Second is a region that realizes happiness. Third, it is sustainable and smart region.
To achieve this vision, we proposed 5 strategic agendas and 17 strategic projects as new development strategies for the Yangpyeong-Gun. 5 strategic agendas are a ruban-type smart city, regional job and industry creation, suburban tourism and leisure activity, social / economy / eco-friendly agricultural and countryside, and autonomous shuttle system in the suburban city transportation.
· Ruban-type smart city : Smart City 2030 plan, demonstration city for sustainable development, low impact land use planning, ecological city and village, and social cohesion community with new comer and existing residents
· Regional job and industry creation : ’ICT Yangpyung Campus’, Yangpyeong Techno Valley, ’Yangpyeong ICT investment promotion activity, and commercialization of agriculture and forest products
· Suburban tourism and leisure activity : killer tourism contents for Yangpyeong, enhancement of representative tourism destination, local artists, and life with culture
· Social / economy / eco-friendly agricultural and countryside : food plan, eco-village, strengthening autonomous rural governance, and eco-friendly rural infrastructure
· Autonomous shuttle system in the suburban city transportation : new transportation method of the suburban city
Finally, it is necessary to establish an action plan for the vision and strategy implementation by the related department in Yangpyeong-Gun Office. Futhermore, it is necessary to get support from the central government, Gyeonggi Provincial government and government-affiliatedcompany and institutes.
