Smart cities are emerging as an important agenda of ICT in recent years. The introduction of information and communication technology(ICT) has become an effective planning tool to improve the lives of residents and promote economic development.
For about 10 years in Korea, we have built a Smart City named "U-City". However, with the development of IT technology and the transition to a new urban regeneration paradigm, interest in Smart cities has begun to grow globally with the aim of promoting sustainable development and revitalizing the economy.
In recent years, it is attempting to switch from existing U-City policy to Smart City policy. The role and necessity of the metropolitan road in Smart City policy is expected to expand gradually. Therefore, at this time, Gyeonggi Province needs to establish a basic strategy for building a Smart City on a wide area.
The Gyeonggi-do Smart City project, which is being pursued so far, is mainly a public-oriented service, lacking citizen-experience-oriented services and localized services. In addition, the project is centered on the development of new cities, lacking Smart City strategies and services for existing cities.
The basic strategy for building a Smart City in Gyeonggi-do is as follows.
First, we will pursue building a Smart City that is tailored to the region. Gyeonggi-do has diverse regional characteristics by region. We need a model of a Smart City that is specific to the region.
Second, there should be a plan to introduce livinglabs in Gyeonggi-do. In order for Gyeonggi-do to become a sustainable Smart City, it is necessary to select a living lab model in the Gyeonggi-do and build an innovative model in which the local residents take a leading role.
Third, to promote the Smart City project, we will promote public-private partnership projects. While U-City is centered on building infrastructures, a new approach is important because Smart cities are the concept of providing services to citizens.
Fourth, we will establish a new Smart City strategy to create synergies between differentiated new city models and new cities and existing cities. Especially, Gyeonggi-do is a City where new city and old City coexist, and Smart City strategy that can develop new city and existing City is needed.
Fifth, control tower and propulsion system should be provided for City promotion. The role of the control tower is important in terms of not only infrastructure construction and operation, but also the solution of urban problems and the provision of service for citizens in Smart City.
