Many old industrial cities in the US and Europe have faced problems of massive population and industrial losses which resulted in urban decline. The problems of old industrial cities are also as a result of their industrial structure- over-concentration on out-dated industries using outmoded production process. In order to minimise the effects of urban decline, old industrial cities have used culture-related initiatives to promote their citys new image which aimed to solve their urban problems. Although this new urban development policy seems to be an effective method for urban regeneration, it constitutes some problematic issues too. This article attempts to examine the process of urban decline and the viability of urban cultural policy in terms of urban regeneration.
