The purpose of this paper is to look at the formation and characteristics of Korean cities and identify the factors of urban growth. Our research is based on historical analysis, panel analysis, and case analysis on a large scale. The period of the historical analysis starts from the late 1960s and looks at the Korean urban policies. We collected and investigated the post-industrialization urban policies and arranged them in a chronological order to see the trend in order to analyze each urban policy"s features and the pattern of change. After that in the case of the panel analysis and case analysis, We used factors influencing urban development over a ten-year period from 2000 to 2010 to conduct data analysis of city status. According to research on cities from the historical perspective, the 1960s saws the emergence of urban development policies in Korea. During this period, various laws and systems facilitating development were enacted and put in place to support industrialization. Long-term plans and systems were established to accelerate economic growth in the 1970s. During this period, policies towards land, cities, and housing interacted. The urban planning system was established in the 1980s and urban construction projects began at full force. In the 1990s, similar to the 1980s, construction of new cities progressed and rapidly authority was transferred to local government level. In the 2000s, more efforts devoted to development alleviating the problems of previous growth and coming up with sustainable policies. The urban panel analysis in this paper categorized urban data into various factors: population, economy, education, society, infrastructure, and administration. The urban data in drawn from the period between 2000 and 2010. We then performed regression analysis using population growth as the dependent variable with 26 explanatory variables. The regression result shows an adjusted R2 of 0.86. The VIF showing independent variable-specific regression multicollinearity was less than 10.0 and the Durbin-Watson"s statistics was 2.153 which 2 means the residual variance between the independent variables and autocorrelation are within the acceptable range.
