Historically, downtowns have played an key role in the city. In particular, their intensive commercial and business functions have contributed to urban life by providing commodity and convenience for such diverse activities as: shopping, business, entertainment, and so on. However, as most modern cities had been expanded the city centers have been declined gradually. more recently, the population has been reduced in developed countries and it resulted in more intensive deterioration in urban centers. There is no exception in Korea. Also, we have experienced the decline of urban centers and old residential areas, in particular, in local cities.
The purpose of this study focused on the local cities to solve the problems caused by urban decline by reviewing recent research results of the central government and by exploring applicable techniques and policy guidelines in terms of urban regeneration.
Based on the review of the basic concepts to local cities for the decline to identify the cause and through existing research extraction such as urban regeneration target areas, causing urban declin, urban regeneration strategies and objectives of each element to classify the types of urban regeneration and to analyze the process of Test-bed project promotion.
