Regional communities are facing danger. That is because the brain drain is causing the productional bases to decrease and waste energy, However, in the capitol region, the intellectual and pivotal facilities are localized, causing the skyrocketing expenditure rate. The centralization of resources in the capitol region and the oligopoly of law and medical schools in the field of education brings forth, first, distortion in the allocation of resources, resulting in the loss of social welfare. Second, brain drain from the regional communities, the loss of the regional innovation groups and discouragement of the members of the regional communities : Third, creation of congestion costs for the capitol region, housing shortage, deficiency of the social overhead capital and the damages in the environment and crime. The solution to these problems is the balanced regional development over the entire nation by the development of regional universities. In this thesis, the author suggests new ways to envision the equal development of regional communities through the development of regional universities through such mechanisms as the quota system for regional populations, tax decrease for development and training of regional talents, specific regional industrial growth projects based in the regional universities, distribution of power to the regional communities, and providing initiatives for the development of regional universities. Quota system was a institution that was used during the Koryo and Chosun Dynasties, in the United States, it is enforced as affirmative action, and in some European countries, it is enforced as social, economic, and spatial order policy by the new liberalists. The fact that it is not only an economic theory, but a theory to achieve national unity in these movements is important. The development of regional universities is not only the problem of the regional universities, but it could be the solution to the equal development of regional communities centered around the regional universities. On the other hand, it will solve the crowding of the Seoul area leading to the equal development of different communities in the nation, resulting in the "win-win" strategy, allowing us to utilize the small national land more fruitfully.
