The characteristic of metropolitan traffic is in the mass generation and mass concentration of traffic. The expansion of metropolitan area caused by concentration of population and industry to there places great demand on traffic. Ensuing traffic congestion hinders metropolitan functions and demands great sacrifice from the citizens life, causing great time and economics loss and inviting various public harms from it. To solve this kind of metropolitan traffic problems, it is necessary to implement strategic measures as a new solution which includes not only customary make shift remedial measures but also repression of demand on traffic. In this study, first the basic directions in dealing with the metropolitan traffic problems are set: (1) To reenforce public transportation system. (2) To give first priority to pedestrians. (3) To restrain increase of private owner vehicle. (4) To secure continuance of transportation. Next specific schemes such as systemization of transportation plan, various planning techniques or counter measures are researched and analyzed to suggest future direction of metropolitan transportation policy for establishment of comprehensive metropolitan transportation system.
