The purpose of this study was to investigate the direct effects of participative leadership on change-oriented organizational citizenship behavior and the indirect effects through psychological empowerment and to investigate the moderating effects and conditional effects moderated by psychological safety. In this study, the dependent variable was measured separately with time lag as a method to minimize the common method bias that can be shown by self-report type survey. Emotional states (positive and negative) and rank were applied as control variables. A total of 283 questionnaires were collected from the employees of domestic companies in various industries with more than 300 employees. The results showed that direct effects between participative leadership and change-oriented organizational citizenship were not significant and indirect effects through psychological empowerment were significant. On the other hand, both the simple moderating effect (strengthening effect) and the conditional effect psychological safety were confirmed in the relationship between participative leadership and change-oriented organizational citizenship behavior and between the participative leadership and psychological empowerment. Conditional direct effects were negative for very low levels of psychological safety, and positive for very high levels of psychological safety. The conditional indirect effect (moderated mediation) was found to be significant above the intermediate level of psychological safety and increased with the psychological safety. This study empirically confirmed the positive relationship between participative leadership and change-oriented organizational citizenship behavior through direct and indirect effects. In particular, it is meaningful that the motivational mechanism mediated by psychological empowerment depends on the psychological safety, and it extends the existing research. And we presented the directions of leadership practice and future research that reflects the findings of the research results.
