The greater part of ageds in our country have the problem of absolute poverty and relative poverty. That it must be a problem the ageds only who were troubled from delivery and breeding their youngsters suffering from absolute and relative poverties whereas the youngsters sing the joy of abundant society. Dividing into cause of poverty of the ageds may be largely divided into the social factor and personal factor and in case of many countries of the western European societies the national consensus were being made about the matter that the state has also to be responsible for liberation of them from the poverty under the judgement the cause of ageds poverty is because of impact by changing society. That the Western European societies had executed official pension and official assistance for ageds support were from all these grounds. Now our country is seized by the atmosphere that every nation has to share the pain in order to overcome crisis of the IMF. Because of cutdown of budget related to the aged welfare is inevitable from the standpoint of sharing pains is the policy drive of the Government authorities. The aged of our country however, put aside by the official annuity system to carry out pivotal function under the social security system and the ratio aflicted from extreme livelihood hardship under the circumstance lack of satisfactory livelihood support by their children due to the nuclear family phenomenon amounting to 50% level of the entire ageds. The family support function was weakened by sharp social change with the Western European societies and when the greater part of ageds have threatened due to this that the devised idea to solve such a problem is the social insurance system The execution of this system is not only the financial stand was good enough but the oughtfulness was given into consideration that the state or society have to be responsible for their old age livelihood as the poverty class as persons of merit who greatly contributed to the process to develop the society concerned in the past notwithstanding there is difficulty subject to contrive the financial resources it must make the issue of the IMF crisis and aged welfare policy this country confronted to by accepting the fact implemented this system as a lesson.
