Korea had been able to escape from absolute poverty level and maintain relatively equal distribution policies under the authoritarian rules with the help of economic growth and the increase of employment rate, The relatively reformist governments after democratization, however, has experienced a paradoxical situation in which the poverty and inequality level have been rather increasing compared to the authoritarian governments during which the poverty and inequality level was relatively tolerable.
A general assesment has been that it was economic crisis in 1997 and consequent large-scale unemployment that directly caused the rapid increase in poverty level under the Kim Dae Jung Administration, However, the poverty and inequality level increased despite the recovery of major macroeconomic indicators. Accordingly, it is inappropriate to argue that economic crisis caused the increase and duration of poverty and inequality.
The past authoritarian governments managed to sustain relatively equal distribution policies utilizing economic growth and employment increase as a way of complementing weakness in their legitimacy. Since the achievement of democratization, relative poverty became more important than absolute poverty, and relying on economic growth became insufficient to resolve poverty problems. The flexible labor market policy since the mid 1990s even increased the number of non-regular workers and this led to the increase of poverty despite the decrease in unemployment rate.
The main reason for such a situation can be found in the policy failures of democratic government more than anything else during the economic crisis. The overemphasis on economic growth led to the failure in shaping the macroeconomic policy frame including democratic distribution policy. Moreover, this failure even excluded democratic political process based on social consent that is
necessary to accomodate conflicts and competition naturally occurring during the economic crisis, ultimately resulting in the unilateral sacrifices of the lower class. The poverty problem in Korea after democratization requires a new approach to resolve it: it is quite different from the past because poverty now became a general problem of the working poor, and consequently it is not just a problem of specific class.
