There are many controversies over the enactment of the Higher Education Fiscal Grant Act, but we must first look at how to set the direction in a large framework. As mentioned earlier, in order to improve the financial condition of the university, it is necessary to prepare measures for the size of the national support for higher education financing, and Legislation is required to impose responsibility for financial support for higher education on the establishment and management of schools.
In addition, since the status of private universities can be regarded as a public educational institution with no difference between national and public universities, national support for private universities needs to be provided in accordance with national and public universities. On the other hand, There is a need to diversify financial support for private universities.
In order to strengthen the research capacity of local universities, it is necessary to improve the characteristics of universities by making clear the purpose of business grants and ordinary grants in granting grants. There is a need to establish a differential support system at the building research base level. It is premised that the consensus in these areas is derived.
However, the most important issue in establishing the Higher Education Fiscal Grant Act is probably how to secure funding and how to allocate secured funds. There are at least two things to consider when looking for ways to secure funding. One should be a way to persuade the public as well as the budget department, and the other should be a way to meet the demand for college funding.
It is most urgently required at this time to find a way to satisfy both of these conditions. In order to secure the competitiveness of universities, efficient enforcement of university finances is important, but all universities and related ministries, such as the Ministry of Education and the Ministry of Strategy and Finance, agree that the support for national university finance should also be increased.
However, the Ministry of Strategy and Finance hopes not to affect the existing financial resources, and the people do not want symptoms. Finding ways to solve this problem at the same time would be a key requirement for the establishment of the Higher Education Fiscal Grant Act.
