While dynastic institutions continued to be refined, operational rules for the Gungbang-jeon lands were also established. The kings wanted to operate them by the rules to justify running them in the first place, and such intentions resulted in restricting the size of those lands or the government’s restraining itself from levying taxes upon them. Yet Gungbang-jeon lands outside the law continued to exist, and the kings were not able to put an end to them as their stance seemed less than determined. Yet some of the institutional rules for Gungbang-jeon operations managed to do their jobs, and approaching the second half of the 18<SUP>th</SUP> century illegal Gungbang-jeon operations continued to decrease, with the trend continuing into the early half of the 19th as well.
In the early 19<SUP>th</SUP> century, the royal family demanded the distribution of ‘Muto Myeonse-gyeol’ lands (to itself) for a stable supply of revenue. For the government, delivery of such lands to the royal family would result in less amount of lands (under the government’s jurisdiction) upon which the government could levy regular taxes, so the government initially opposed such request, but later granted it at the King’s will. We can see not only the Gungbang-jeon institution but also the conventional notion that the ‘royal family should come first before all else’ was still very much existent in the 19<SUP>th</SUP> century’s early half.
In 1823 a major order of the government to levy taxes upon Gungbang-jeon lands was issued, as it was necessary to secure surplus resource because tax exemption was in order for newly established other Gungbang-jeon units. This order affected all Gungbang-jeon units that existed in the early years of King Jeongjo’s reign, and implications rippled through the mid-19<SUP>th</SUP> century as well. We can see that the Gungbang-jeon operations of the 19th century’s early half were still in the shadows of the 18<SUP>th</SUP> century. Institutional devices were all inherited, and so were conventional running principles and the overall sizes of such operations.
