This study investigates some British newspaper articles on English language policy stigmatizing Muslim women immigrants as ‘second-class citizens’. All the articles were collected from Internet newspaper archives, most of which appeared in 2016. Based on Fairclough’s (2012) three dimensions of textual, discourse, and social practice, this study found that British newspaper articles were divisible into two highly divergent perspectives. One supported David Cameron"s English language policy in terms of social integration and Muslim women immigrants’ empowerment. The other opposed it, arguing that he used Muslim women immigrants’ English ability as a political football, and characterized the concept of liberating Muslim women immigrants as “an absurd paradox”. This study also found that the ideologies of the English language policy behind this discursive event were monolingualism and neoliberal feminism. The implication of this study is that identity as a legitimate English user is changeable depending on the trajectory of time and space. Accordingly, it is necessary to reflect English users’ highly fluid language reality within social-cultural contexts in English education and English language policy. It is also necessary to take into consideration that a successful English competence is a joint enterprise with a distributed competence, acknowledging a space for using individual language repertories.
