The system of local governments' transfer expenses to private sector is a means which promotes outcomes in public programs. Because the combining the efficiency of private sector and a financial subsidy of local governments could reinvigorate community activities and local programs. This system has been revitalized since restoration of the self-government tied to popular election. In 2006, the local governments' transfer expenses to private sector is 10.2% of total annual expenditures. This study suggests a way how the system of local governments' transfer expenses to private sector could be improved more than present scheme. In the concrete, the present system of transfer expenses to private sector will be improved by taking these measures: establishing clear-cut lines of application standard and object, unifying items related to the transfer expenses to private sector and setting reasonably out their roles, correcting the excessive support to specified social groups, expending and strengthening the deliberate committee system, introducing a ceiling system of the amount of the transfer expenses to private sector and a sunset system related to supporting the operating expenses of NGO, and constructing the system that appreciates the results of operation and recycles.
