South Korea is one of the few developed countries where sexual orientation or gender identity is not specifically mentioned in the Nation’s Constitution. Furthermore, no anti-discrimination law that protects sexual minorities from unjust discrimination exists. Indeed, the rights of LGBTQ2 (lesbian, gay, bisexual, transgender, queer and two-spirited) citizens are not legally protected in many aspects of their lives, including fair opportunities to participate in sport and physical activity in South Korea. Also, within the sport context of South Korea, hetero sexual normativity (i.e., a belief that everyone is heterosexual, thereby people who are not hetero sexual are perceived as abnormal and abhorrent) and hegemonic masculinity (i.e., an idea that men are superior over women and all men are ranked against one another based on masculinity) are dominant. Such homophobic and misogynistic environments make it challenging for LGBTQ2 individuals to safely participate in sport. The purpose of this study is to introduce gender-safe approaches and to suggest strategies to develop, promote and implement gender-safe actions and policies within sport and physical activity settings. This paper also sought to recognize the gender-binary constructions that exist in sport and physical activity and encourage academic scholars and practitioners to acknowledge the complexity of promoting gender equity and social inclusion within those contexts.
