This article explores the impacts of new technologies of the 4<SUP>th</SUP> industrial revolution (4IR) on government policy analysis and evaluation (PAE). Despite the controversies surrounding the nature of the 4IR, almost every sector including the government has been influenced by 4IR-led technologies. It is expected that new technologies, among others such as big data and artificial intelligence, will significantly affect the functions of the government, particularly PAE. Yet the government has neither been swift nor strategic in coping with these rapid changes in the policy environment. This article suggests that PAE needs to be transformed to maximize the benefits of the 4IR. For this purpose, the current linear and cyclical process of PAE needs to harness the 4IR characteristics of hyper-connectivity and extended intelligence at every PAE stage. This PAE transformation will enable the government to reconfigure its functions. For a successful transformation, this article emphasizes the importance of whole-of-government strategies and the reform driving system, mind-set changes and the capacity building of public officials, and implementation of pilot cases. At the same time, the government must prepare for the potential conflict of values and the division of roles and responsibilities between humans and machines when applying 4IR-led technologies to PAE processes.
