This paper analyzes the characteristics of the relationship between the Han dynasty and the Korean peninsula based on the institutional nature of their foreign relations. The purpose is to understand the characteristics of the Korean-Chinese relations before the 3rd century. The use of diplomatic documents between the Han dynasty and neighboring countries indicates that an exchange of documents written in Chinese character was possible. The present study focuses on the diplomatic documents used in the relations between Korea and China prior to 300 CE, based on the assumption that writing documents waw possible on the Korean peninsula at that time.
The Han dynasty did not conduct documentary diplomacy with all its surrounding countries. Instead, diplomatic documents were employed when diplomatic documents using Chinese characters were available in the other country. In the Han Dynasty, the documentary diplomacy was carried out with the nations of Xiongnu(匈奴) and Nam Viet(南越). Among the countries of the Korean peninsula, it can be seen that documents were sent to Wiman Joseon(衛滿朝鮮) and Goguryeo(高句麗). According to the Shiji(史記), an Han emperor sent a zhaoshu(詔書) to the king of Wiman Joseon, while Emperor An(安帝) of Eastern Han sent a zhaoshu to the king of Koguryo. The Samguk Sagi(三國史記) also describes how the king of Goguryeo exchanged documents with the Han dynasty. As such, the documentary diplomacy of the Han dynasty included Wiman Joseon and Goguryeo as well as Xiongnu and Nam Viet.
