It is expected that the population of kindergarten, elementary, middle and high school age will decrease sharply due to the low birth rate and aging trend. The decline in school-age children inevitably leads to an increase the merge and abolition of small-scaled school. The government created policies for merge and abolition of small-scaled school and enacted ‘special law for utilization of the closed school property’. Based on these facts, this study will find out how to improve utilization of the closed school facilities actively for each local government.
Based on theoretical and empirical research results, it was suggested improvement plans for utilization of closed school facilities in Busan. On a survey, we gathered opinions from experts of utilization of closed school facilities. 58 samples were used as the final analysis, analyzed by AHP technique to evaluate various utilization plans and identify priorities. From the results, all of the expert groups emphasized the importance of publicity of utilization the closed school facilities. A few differences among expert groups were about low evaluation standards. For preventing urban sprawl, a technical, administrative and educational post of public official put emphasis on law and institutional improvement plan, but the group of citizen place an emphasis on city spatial aspects. Based on research results, several implications for policy and practice are suggested.
