After the Second World War, a special `European Recovery Program` was initiated by the US Administration under the name of `Marshall Plan.` The price that the West Europeans paid for US protection and economic assistance meant accepting a commitment to multilateral world free trade, and an international monetary system based co the dollar. The US Government saw the idea of a European Community as a way of uniting the West Europeans into a bastion against the Soviet Union. An economically viable Western Europe would not only provide a market for American industry but would also be able to take an its share of the defence burden. But this intention of the US government was resented in sore quarters in continental Europe, particularly in France, because American foreign and monetary policy on Western Europe was clearly contrasted to that of de Gcnille`s `Grand Design` on Europe. In France, after returning to power in 1958, de Gaulle was determined to make the most of France`s strong strategic position in Europe and in the world But there was resentment in France of the political dominance of the US, highlighted in 1956 when a joint Franco-British force attempted to repossess the Suez Canal from Egypt. The incident eventually caused a deterioration of Franco-British and France-US. relations, because it was the British who bowed to US pressure to halt the operation when the French wanted to go on. De Gazelle`s own experience of US attempts to unseat him as leader of the Free French during the war also gave personal commitment to his anti-Americanist tendency. The `Nassau agreement` between Britain and US and Kennedy`s Trade Expansion Act again also convinced not only de Gaulle, but also many other Europeans, a threat to the member countries of the Common Market After the US. was attacked by terrorists on September 11, 2001, its European allies were among the first nations to express sympathy and pledge their aid in the war to come. Americans and Europeans however have recently clashed over particular strategic matters, such as regime change in Iraq, perceived American unilateralism, the Israeli-Palestinian crisis, and various economic and social policies. During and even after the W.W. Ⅱ, the US. worked to build a stable, prosperous, and enormously successful trnsatlantic partnership. However, its European policy has dramatically changed after President G. W. Bush came to power. Above all historic, personal, and strategic reasons have been played a key role to split up into between France and the US.
