For preserving peace, liberty, and prosperity, there have been various security organizations in Europe. They are NATO, which kept the European security during the Cold War, CSCE, which opened a way of thawing between the East and the West, and WEU, which preserved peace in West Europe. However, abrupt ending the Cold War order in the later 1980s brought forth fundamental changes. The European security policies of France, that are leading such changes, have becoming a very important factor. With advancing European union, however, the method of reordering in the European security system is divided into three different arguments; Europeans, who argue f~ an Europe-centered oar, Atlantists, composed of mainly Americans and British, who argue for an expansion of the NATO, and those from Russia and East European countries who argue for empowering the OSCE. Moreover, France has tried to influence in the reordering process to make a system be a France-centered one, based on its traditional policy goal of Rebuilding Great France.` That has been a France` continuing policy from the de Gaulle administration to the current Jacques Chirac`s. However, recent France`s European security policy is changing from one of the traditional Rebuilding Great France` based on Gaullism, that put preserving superiority of France` among other European countries on its first foreign policy priority, to one of realism based on mutual cooperation and reciprocity. Especially, the realistic aspect becomes the main characteristic of French foreign policy that is based on emphasizing both the traditional principle of assertive and independent foreign policy and cooperation with the American security interests.
