Study on system transition in Eastern Europe since 1989 has focused mainly on the transition process, merely suggesting liberal democracy and the market economic system as institutional alternatives. However, institutional analysis has limits in explaining cultural change which could be formed by system transformation in Eastern Europe. It is difficult to predict when liberal democracy and the system of market economy will take firm root in Eastern Europe. Eastern Europe` s political culture is gradually taking shape through three phases; first, the traditional political culture of `a strong state versus a weak society` ; second, a political culture of real socialism characterized by `further strengthening a strong state and realizing a socialist man ; third, a post-socialist culture followed by a combination of the above two factors and contact with the democratic, economic mechanisms of the West. Since the collapse of the socialist system in Eastern Europe, the relations between state and civil society are marked by conflict and contradiction in the framework of `a weak state and weak society: It is safe to say that such conflict and contradiction are transitional, but nevertheless, they are the results of conflict between the priority of interests on each side, namely state against civil society, between the means and ends - a question of parallel achievement of liberal democracy and market economy, a `loyalty problem` of `back to Europe` caused by `Regionalization and `Europeanization; as well as premature pluralism and liberalism. Meanwhile, the church in Eastern Europe, the remaining desirable socialist values of mutual cooperation and solidarity derived from movements such as `Solidarity` and `Charter 77,` and the experience of democratic politics under real socialism are potential factors that could promote a democratic political culture in Eastern Europe.
