Popular sovereignty again launched with Moon Jae-in, the government of national policy objectives, from the management philosophy and practices are totally different before and should be a time when with a purpose.
Korean Government has placed in front of the task of solving a virtuous cycle, a balance of growth and welfare, and a higher policy equation for nurturing and creating jobs.
In the future, the nation’s policies for the advancement of the fourth industrial revolution should be changed simply by stepping away from the growing direction of growth and changing the national wealth to the demands of the national rights and demands.
To enhance the predictability and efficiency of the national policy, policy creation and effectiveness prediction needs to be implemented. Big data needs to be actively utilized in policy orientation and evaluation to effectively solve complex policy objectives. It aims to present a win-win national model for growth and distribution.
In this study, I analyzed the results of the survey by incumbent central government officials, who are responsible for the establishment and budget of the incumbent government, and more than 300 people who are responsible for the national policy. Also interviewed high-ranking officials and high-ranking officials who were involved in the national policy and decision-making process.

국민주권 재확인과 함께 출범한 문재인 정부는 국가 운영철학부터 정책 목표, 실행 방식 등이 이전과 완전히 달라져야하는 시대적 요구를 안고 있다. 성장과 분배의 선순환, 지속 성장과 복지의 균형, 산업 활성화와 일자리 창출이라는 고차원적 정책 방정식을 풀어가야 하는 숙명적 과제 앞에 놓였다.
국립국어원 표준국어대사전에 따르면 국가정책(國家政策)은 국가의 목표를 추구하기 위하여 정부가 직접 계획을 세워 달성하고자 하는 일을 의미한다. 지금까지 국가정책 수립과 집행이 정부 권력 또는 그 구성원인 국가 공무원의 집합적 조직논리에 의해 이뤄져 온 점은 성장시대가 그것을 필요로하고, 용인했기 때문이다. 국민 지향성은 상대적으로 등한시됐다.
4차 산업혁명은 인간을 위한 현실과 가상의 융합으로 정의된다. 인공지능, 빅데이터, 로봇 등을 활용해 국가·사회 시스템 전반이 파괴적으로 혁신하게 될 것이다. 하지만 이 같은 변화는 과정이자 수단이며 최종 목적은 국민의 가치 실현, 안녕과 행복, 권리 충족이다. 나아가 우리나라가 인류발전에 기여함과 동시에 우리 국민이 지구시민으로서 행복한 삶의 가치를 누리는데 기여하는 역할을 해야할 것이다.
앞으로 4차 산업혁명 시대에 맞는 국가정책은 단순히 성장을 추동하고, 국가 부를 늘리는 방향에서 벗어나 주권자인 국민 권리와 요구에 맞춰 능동적으로 변화돼야 한다. 더불어 국가정책의 예측 가능성과 효율성을 높이기 위해 인공지능 등 첨단기술을 활용한 정책 수립과 효과 예측 등이 이뤄져야한다. 복잡하게 얽힌 정책 목표를 효과적으로 풀어가기 위해 빅데이터를 정책 방향 설정과 평가에 적극적으로 활용해야 한다. 이를 통해 성장과 분배가 선순환하는 상생국가로 나아가는 방향성을 제시하고자 한다.
본 연구에선 국가정책 수립 및 예산투입 책임자인 현직 중앙정부 공무원 119명을 설문조사해 분석했다. 또 국가정책에 깊이 관여하거나 담당했던 전·현직 고위 관료 등 의사결정권자를 만나 심층 인터뷰했다.
이 조사에서 4차 산업혁명은 국가정책 면에서도 새로운 국가 발전단계로 나아가는 ‘진화의 문’이자 앞으로 대한민국이 지속가능한 성장을 위해 활용해야할 지렛대로 삼아야할 기회임을 확인했다.
