Alexey Nikolayevich Shpeyer(1854~1916) was a diplomat of the Russian Empire as Russia"s Charge d’affaires and General consul to Korea(1895.12~1896.2 and 1897.8~1898.3). A.N. Shpeyer had as important position on diplomatic history of the Russian-Korean reations. After the 1895 assassination of Queen Min, Shpeyer offered King Gojong refuge in the Russian Legation.
The Russian government had intended to send him to Korea in 1895 to replace Karl Ivanovich Weber as Russia"s Charge d’affaires and General consul to Korea, but at the request of King Gojong of Korea"s Joseon Dynasty, Weber remained in place, and After the February 1896 Agwan Pacheon, Shpeyer was sent to Tokyo instead.
But Shpeyer finally replaced Weber in August 1897. He later served as the chargé d"affaires of the Russian Embassy in Tehran, Persia, and was eventually promoted to the position of Russian Ambassador to Persia.
On 11 February 1896(Agwan Pacheon), King Gojong and his crown prince fled from the Gyeongbokgung palace to the Russian legation in Seoul, from which they governed for about one year, an event known as Korea royal refuge at the Russian legation.
This paper is provides a new fact as activities of the Russian diplomat in Korea, including his mission in 1897~1898 as a delegation of the Russian military instructors in Korea.
