In 2020 a book on Russian public diplomacy (Russia's Public Diplomacy: Evolution and Practice) was published by a famous academic publisher Palgrave Macmillan. This book, written by Russian scholars, but overtly addressing English speaking readers, apparently seemed to be a challenge to Western practice of regarding all Russian public diplomacy projects as a political propaganda. It was urging an objective look at the achievements and efforts of Russian public diplomacy out of the frame of New Cold War. The publication of the book per se was a kind of public diplomacy project, arguing that the aggressive looking strategy of today's Russian public diplomacy was in fact formed for a fairly defensive reasons. Beginning with the introduction of this book, this paper outlines the history of Russia’s public diplomacy and analyzes the recent changes detected in its concrete strategies, especially through two following factors: changes in Russian foreign policy and digital turn in public diplomacy. Russia's recent media strategies in cyberspace ?? a result of the deep-rooted fear of Russia in the West and the politics of affect in Russia’s responce to it ?? will show us a perspective of Russian public diplomacy facing advent of the New Cold War.
