Nowadays, the international economic order has co-exited with the multilateral liberalization and the bilateral regionalism. Especially, the United States has varying and complicated commerce policy to export to foreign country. The purpose of this article is to study the developments process and the structure of commerce policy as international economic order. After the World War Ⅱ, the United States handled actively trade liberalization which supported by the GATT. Since the 1980s, the US approach towards trade liberalization can be broadly characterized as a two-pronged or two track approach ; while pursuing trade liberalization under the multitilateral system of the GATT/WTO, the US also searches for opportunities to realize trade liberalization bilaterally, through the establishment of FTAs. Those are the Israel-US FTA in 1985, the Canada-US FTA in 1988, and NAFTA in 1994, further more the US has agreed with the 34 countries in the western hemisphere to conclude the Free Trade Agreement in Americas (FTAA) by 2005. And also the US have advocated APEC's open rigionalism. Under the direction of international commerce environment and world economy, we must take the commerce cooperation in global order considering the tendency of regionalism and bloc economy. A realistic korean policy responsed to the spread of regional and bilateral trade agreement would be the establishment of Free Trade Agreement with major trading partners, especially with large and advanced economies such as the U.S. The United States in the most important trading partner for Korea and yet, it also in the greatest source of trade friction. Thus, the most realistic policy for korea to follow is to actively explore the establishment of FTA's with the U.S.A.
