The purpose of this study is to draw implications of welfare facilities evaluations from 10 child-rearing facilities located in Gwangju, and suggest policy proposals by analyzing reasons of efficiency, based on DEA (Relative Efficiency Analysis). The methods of this study are as follows: First, relative comparisons/analyses of government evaluations on 58 indices and six sectors of child-rearing and social welfare facilities evaluations provide some implications by sectors and indices. Second, input and output variables are selected through variables derived from previous studies and some indices with large gaps between facilities among those drawn from child-rearing facilities evaluation, their relative efficiency is analyzed through DEA and the reasons of inefficiency are examined. The findings are as follows: First, it is necessary to establish internal basis for supporting the least contributions from corporations, since there significant differences in the contributions among facilities, in terms of finances and organization operations, given the analysis of facilities evaluation indices, and employee education budgets or employee education hours are substantially varied depending on each facility, in terms of human resource managements. There are also significant differences in program business expenses per one child, among facilities. Second, the relative efficiency analysis through DEA shows that donations have relatively more influence than do contributions from corporations or business expenses in the finance sector, while internal/external educational hours have relatively more influence in the human resource sector. In the external resource sector, external funds are relatively more influential than the number of employees or business expenses, in the external resources sector. From the analysis of two evaluation methods, it can be found that it is necessary to invest in educations for improvements of program quality, proper determinations of dependence on external funds, stable supports for contributions from corporations, donations and business expenses and increase of employees’ professionalism. In particular, continuous efforts to reduce the gaps among facilities are required.
