This paper critically reviews such concepts as marketism(market fundamentalism), resource-based city, old industrial base, typical danwei system, that in terms of the new Northeast phenomenon recognize socioeconomic problems in the northeast region of China, and emphasizes the necessity of a historical approach to understanding and explaining the fundamental problems that go beyond the phenomenon. This paper focuses on the concept of the “old industrial city” that involves the typical danwei system and emphasizes the importance of analyzing the problems of the northeast region in terms of the city. The concept of the typical danwei system which is centered on enterprise, cannot grasp the importance of regional government of which economic autonomy has greatly increased and recognize the effects of urban politics as market and social organizations. it should be noted that the concept of old industrial city which assumes urban politics can include the complicated sociopolitical terrain of the reform era. In conclusion, this paper argues that through the concept of the “old industrial city” we can access the cultural politics of the northeast region of China where the legacies of ‘northeast region socialism’ and pop culture icons in the reform era coexist.
