This study aims to find the suggestions for the substantial decentralization in Korea by the in-depth analysis about the main contents and the characteristic factors of the French reform of local decentralization.
The decentralization of France began in earnest with "the law of 2 march 1982 relating to the rights and freedoms of the communes, déepartements and réegions". And in 2003, the basic principles of decentralization was determined by a constitutional amendment.
During its first phase of Decentralization Act III, the metropolis may serve as a framework for intermunicipal cooperation in densely populated urban territories and specify the competencies of local self-government at all levels. In 2014, the French parliament passed a law reducing the number of metropolitan regions from 22 to 13 with effect from 1 January 2016. And promulgated at 7 August 2015, the Law on New Territorial Organization of the Republic gives new powers to the regions and clearly redefines the powers assigned to each local authority. The reason that France makes region as the key sector in decentralization is to raise international competitiveness through the strengthening of regional economic power.
