Jeongseon Arirang, Gangwondo Intangible Cultural Asset No. 1, became a representative brand of the area as it was registered to UNESCO Intangible Culture Asset. Arirang’s OSMU will be developed further, under the name of Jeongseon Arirang Special Region; both domestically and internationally, the value is being promoted and recognized. Intellectual property and multi-disciplinary creation strategy should always be considered for Arirang’s cultural asset. However, the level of policies and visions of Gangwondo regarding Arirang in Gangwon area is low in despite the value of Arirang’s asset.
Issues were diagnosed in terms of globalization of Gangwon Arirang legacy, by reviewing status of Jeongseon Arirang and activities of Gangwondo Arirang Conservation Society. Unique branding and commercialization of Arirang asset, Arirang Culture Festival, popularization of traditional performances and events, education and commercialization of Arirang as a Hallyu item, and developing Arirang tourism and killer contents were considered. Gangwondo should be nicknamed as ‘the land of Arirang’ and Arirang brand and mind mark should be developed accordingly.
Arirang belt should be established through networking for Arirang’s soft asset within the cultural area of Gangwondo. As a special case of local cultural area, all assets should be registered to intangible cultural assets of Gangwon Arirang through more powerful system. Efforts made by Gangwondo Arirang Association and continuous evaluation on the regular performances should be done to realize registration of potential intangible cultural assets. Gangwondo should take initiative to lead Arirang singer system. Arirang singer system can develop the next generation singers and contribute to vitalizing tourism. Establishing Arirang singer system is linked to globalization of Gangwon Arirang legacy.

강원도 무형문화재 제1호인 정선아리랑은 유네스코 무형문화유산 등재로 지역문화 대표브랜드가 되었다. 더구나 정선아리랑 특구라는 이름으로 아리랑의 OSMU 등은 더욱 활발해질 것이고, 국내외적으로 그 가치가 널리 확산되어 인정받고 있다. 아리랑자산에 대한 지적재산권 영역과 융합형 창조전략 부문도 늘 고려해야 한다. 그러나 강원 전역의 아리랑자산 가치에 비해 강원도의 정책이나 비전은 매우 낮은 편인데 개선해야 한다.
강원아리랑유산의 가창자 공동체의 활성화와 세계화를 고려하여 정선아리랑 전승현황과 전승공동체로서 강원도아리랑보존회 공연 활동을 통해 문제점을 진단하였다. 아리랑유산 브랜드 차별-상품화, 아리랑문화축제와 전통행사의 공연-상품화, 아리랑한류화와 연계한 교육-상품화, 아리랑 투어리즘 킬러콘텐츠의 감성-상품화가 그것이며 이를 순차적으로 추진해야 한다. 강원도 자체를 ‘아리랑도’ 라고 각인시킬 정도로 아리랑 브랜드와 마인드마크를 동시에 만들어야 한다.
강원도 문화권내에 있는 아리랑 소프트자산을 네트워크하여 아리랑벨트를 구축해야 한다. 지역 문화권역 특수 사례로 시군 모두 강원아리랑 무형유산으로 등재되도록 제도를 보강해야 한다. 강원도아리랑연합회(회장 김금수) 활동과 정기공연에 대한 지속 평가로 잠재 무형문화재 등록제를 시행해야 한다. 아리랑가수제를 강원도가 선점하여 주도하고 모범을 보여야 한다. 아리랑가수제는 차세대 육성책이면서 동시에 관광 활성화에 기여하는 제도이다. 아리랑가수제의 정착은 창조적 국면을 고려한 강원아리랑유산의 세계화와 맞물려 있다.
