A new English or British nationalism emerges in the war with revolutionary France in 1790s and 1810s. Austen writes Persuasion at a moment in which the bureaucratic age is coming. However, the trends towards greater national cohesion and uniformity are bound to strengthen the control and hegemony of Britain's ruling class. Criticizing aristocratic communities, Austen offers the navy as an alternate to create social and national cohesion. And she suggests that no individual and no single author can imagine the nation in which he or she lives, because for her the nation has no content. She offers a new form of nation that operates through state agencies like the British navy because England from the 1790s was a jittery nation and the English do have a regional identity of their own during the Napoleonic wars. Therefore, Austen argues that the navy better fulfills the duties and obligations that aristocracy neglect, and suggests administrative agencies such as the British navy define individuals' obligations to the nation as a whole and causes them their nationality. Austen shows a larger social change in marrying her heroine Anne into Captain Wentworth of the Royal navy in Persuasion. She also shows that the wives of the naval officers as members of the organization of the navy, and emphasizes that women experience nationality in a familiar context because the national and the domestic are inextricably fused. As Austen's famous description of Anne's "alarm" as a "tax" shows, Anne realizes that she belongs to a nation that may make demands on her. Furthermore, Austen argues the administrative structure like the navy provides a foundational core for communal national life. Finally, Austen guarantees the navy's very "national importance" in British society. And I read Austen's emphasis of the navy's administrative structure one register of her claims for the reforms to create social and national cohesion.
